CA 1must be batch active to perform an EXTEND operation on the TMC. For instructions on using TMSINIT to make
CA 1batch active, see TMSINIT.

Check the TMSFORMT output listings for other associated error messages. If either TMSXITU or TMSXITE has been changed, review these changes and correct the logic.

Execute TMSPTRS to identify the errors causing the problem. After correction, resubmit.

CA 1is not active.
Either add the PARM=NEW parameter to FORMAT the TMC with
CA 1inactive, or activate
CA 1before resubmitting your job.
TMSFORMT is being used to add a range to a TMC that is in the extended format.
Use TMSXTEND to add a volume range to the TMC.
The active Audit dataset was specified in the JCL for DD AUDIT.
If the active Audit dataset must be reformatted,
CA 1must be placed in an INACTIVE state (Shutdown).
