09017 VTOC is Not in Indexed Format

Identifies when the VTOC contains an Indexed VTOC data set but is not using it.

RATIONALE: Use of Indexed VTOCs improves system performance by reducing sequential searches of the VTOC and reducing the number of I/Os necessary to maintain the VTOC. If a volume has an Indexed VTOC located on it but the VTOC indicates that normal VTOC processing is being used, then for some reason the VTOC was converted back to normal OS format and the benefits of using an Indexed VTOC are lost. DEFINITION: This exception is detected when an Indexed VTOC data set is allocated on the volume but the Indexed VTOC indicator is not set.
